Secretary of Labor and Employment Rosalinda Dimapilis-Baldoz yesterday said South Korea’s Ministry of Employment and Labor’s Human Resource Development Services has announced the conduct of the Test on Proficiency in Korean language (TOPIK) under the Employment Permit System (EPS) for overseas Filipino workers who voluntarily returned home within their permitted sojourn period but want to go back to work in Korea.
Baldoz said all job seekers who want to work in Korea under the EPS should pass the EPS-TOPIK implemented by the HRD Korea authorized by the MOEL, and only those who passed the test are allowed to submit the job application form for the EPS.
Citing a report of Philippine Overseas Employment Administration (POEA) Administrator Hans Leo Cacdac, Baldoz said workers who voluntarily returned from Korea starting January 1, 2010, and are not over 38 years old at the start of the Computer Based Test (CBT) registration (those born from January 14, 1975) are eligible to work again in Korea under the EPS.
Cacdac reported that those who are above 38 years of age on January 13, 2013, and have records of overstay, or illegal stay in Korea, are not eligible for registration.
“With the implementation of the new Computer-Based Test of Proficiency in Korean (CBT-TOPIK) by the MOEL, through its HRD Korea, passers of the language test and the corresponding health qualification requirements will again be included in the EPS Jobseeker Roster and get the chance to be selected by Korean EPS employers to work in Korea,” Cacdac said.
Cacdac advised concerned workers to log on to the POEA website (http://www.poea.gov.ph) to see the announcement of MOEL-HRD Korea regarding the guidelines on the CBT-TOPIK.
The POEA chief announced that the first CBT-TOPIK registration will be held for five days, from January 14 to 18, 2013, in the National Capital Region, Luzon, Visayas, and Mindanao in the following venues:
a. National Capital Region and South Luzon: Occupational Safety and Health Center (OSHC), North Avenue corner Agham Road, Diliman, Quezon City;
b. North and Central Luzon: POEA Regional Center for Luzon, 2nd Floor, LZK Zambrano Bldg., Quezon Avenue, San Fernando City, La Union;
c. Visayas Region: POEA Regional Center for Visayas, DOLE Bldg. (Insular) Gorordo corner General Maxilom Avenues, Cebu City; and
d. Mindanao Region: POEA Regional Center for Mindanao, 2nd Floor, AMYA II Bldg., Quimpo Boulevard corner Tulip Drive, Ecoland, Davao City
The actual computerized examinations will start on February 19, 2013, to be conducted at the only CBT venue located at the 6th floor of the POEA BFO Building in Mandaluyong City, according to schedule or individual test date HRD Korea will announce in the POEA website beginning February 7, 2013.
The following are needed on the day of CBT-TOPIK registration:
Copy of passport with a stamp of voluntary return; application form with two colored photos (3.5 cm x 4.5 cm) taken within six months (application form distributed free at registration place); and P996.00 ($24) test fee payable at Land Bank branches in accordance with POEA Order of Payment.
The POEA said the CBT-TOPIK will last for 70 minutes continuously and composed of Reading (40 minutes) and Listening (30 minutes) components.
For an organized and systematic registration of applicants, workers are advised to come on the day corresponding to the first letter of their surnames, to wit:
Monday (January 14): A to D
Tuesday (January 15): E to J
Wednesday (January 16): K to O
Thursday (January 17): P to R
Friday (January 18): S to Z
Test results will be announced beginning March 29, 2013, through the bulletin board of the POEA Central and Regional Offices, website of the POEA (http://www.poea.gov.ph) and website of the Employment Permit System (http://www.eps.go.kr).
