According to Arab News, OFW's in Saudi Arabia should keep their Passport with them,
Expats have right to keep their passports.

The Labor Ministry has reiterated that it is the right of foreign workers to keep their passports and official documents.

“Anybody violating this rule will face serious penalties,” said Taysir Al-Mofraj, the ministry’s spokesman.

A concerened citizen posted posted: Seriously though, what can you do with a passport if you don't have exit - re-entry visa? It's not like they're going to leave the country without that.
