The tournament featured 8 countries. There will be two groups of four teams with round-robin format each. The top two of each group will play in the semifinal round. The winners of the semifinal round will play for the gold medal and the losers will play for the bronze medal.
The Philippines intend to participate in all 38 sports with 1300 athletes. For non-traditional sports, they plan to employ athletes who play a similar discipline such as traditional swimmers for fin swimming and kickboxers for Kun Bokator. The national delegation also had to contend with the 70 percent participation limit in combat sports or martial arts; a quota not applicable to the hosts.

- Winning match 3-0 or 3-1: Winning team gets 3 points, losing team gets 0 points.
- The match won with a score of 3-2: The winning team get 3 points and the losing team geot 1 point
- In case of giving up: The winning team gets 3 points, and the losing team 0 points.
